Introducing the COR Modernization Working Group

The COR Modernization Working Group brings industry together to help modernize ACSA’s COR and SECOR programs so they continue to serve employers, workers and the broader industry.

As the construction industry evolves, so too must the programs designed to support safe work sites. Changing workforce realities, regulatory considerations, emerging technologies and increasing project complexity all require thoughtful review and forward-looking guidance.

The COR Modernization Working Group has been created to help guide that work.

Purpose of the working group

Over the coming months, this group will:
  • Review findings from Phase 1 Listen and Learn engagement results
  • Explore insights and research from academic and industry experts
  • Provide strategic guidance grounded in real-world field experience
  • Develop recommendations for modernizing ACSA’s COR and SECOR programs, to be submitted to ACSA’s board and leadership

The working group represents a cross-section of Alberta’s construction industry, bringing together 12 respected professionals from diverse roles, regions and company sizes. Collectively, these members represent decades of experience in frontline operations, management and executive leadership.

Their role is advisory and supportive in nature, ensuring that modernization efforts are effective, relevant and adaptable to the realities of Alberta construction.

Meet the working group members

  • Karoly Ban Matei is a senior occupational health and safety professional with more than 15 years of experience across construction, manufacturing, transportation and service industries in North America. He serves as regional safety manager for Qualico Developments West, supporting residential construction.

    His experience includes COR auditing across ACSA, AASP, BCCSA and SCSA, with an interest in evolving COR to reflect leading indicators, learning capacity and real-world safety performance.

  • James began his career with Bauer Technologies as HSE manager. Originally from the U.K., he moved to Canada to lead system rewrites supporting Shell’s oil sands operations. Based in Calgary, he has supported expansion into other regions by developing trades certification programs and delivering construction and geotechnical solutions.

    He maintains COR and other safety certifications and has 15 years as a firefighter, reflecting his work ethic and commitment to community.

  • Barrett is president and CEO of Standard Roofing Company Inc. in Edmonton, and has been with the company since 2012. He progressed through roles as estimator, project manager and general manager, and now owns the business.

    With board experience on TEC and as a director with Windermere Golf and Country Club and the Alberta Roofing Contractors Association, he brings experience in construction safety, industry and governance.

  • Nicole Linman is an award-winning health and safety leader with more than a decade of experience in construction. As senior organizational health and safety advisor at Cantiro, she advances a people-first approach focused on leadership, capability building and performance-driven systems. Her dedication began after losing her best friend in a workplace incident at age 18.

    A CRSP, she has received national recognition, including OHS Canada Top 24 Under 40 and multiple safety leadership awards.

  • Tamera is a committed health and safety professional with 25 years of experience and has been on the ACSA external auditor list since 2009. She holds CRSP and CHSC designations, an OHS certificate from the University of Alberta, Radiation Safety Officer certification and an NCSO certificate.

    She has been a professional HSE consultant auditor with COR Audit Specialists for 17 years, specializing in the oil industry, working collaboratively and mentoring newer professionals.

  • Craig has more than 30 years of health and safety experience and has played a key role in advancing construction safety across Canada, including legislation, programs, curriculum and designations. He has more than 25 years of COR experience as an auditor, trainer and program leader.

    Craig is responsible for HSE policies and practices for PCL’s Southern Alberta operations and brings more than 20 years of board and governance experience, including eight with ACSA.

  • Stacey’s work as an engineering consultant on building envelope and structural restoration projects involves problem-solving, collaborating with project teams, and administering complex projects.


    A COR auditor since 2018 and an NCSO since 2021, Stacey is responsible for the safety program in RJC’s Calgary office.

  • Craig began his plumbing and gas fitting apprenticeship in 2001 and earned his journeyman certification in 2006. From 2001 to 2012, he worked on commercial projects including schools, warehouses, restaurants and office buildings, leading crews of up to 20 employees. Since 2012, he has been an estimator and project manager for a family-run mechanical contractor specializing in commercial and multi-residential projects, including office towers and tenant improvements.

  • Perry holds a diploma in mining technology from the Haileybury School of Mines and worked in mining and mineral processing at Noranda GECO in Ontario. He also completed a three-year industrial hygiene technologist program at Lambton College. After years of experience, Perry relocated to Calgary and built his career as an occupational industrial hygienist.

    He is an HSE manager with extensive COR and SECOR experience, a peer auditor with ACSA and holds CRSP and CSP designations.

  • Rina has more than 20 years of experience in occupational health and safety and serves as HSE manager at Prattco Excavating Ltd. Her work focuses on providing positive safety leadership and effective guidance to support field professionals in Southern Alberta’s construction industry.

    Her experience includes fostering positive safety cultures, developing targeted training programs and implementing systems aligned with operations, with a focus on proactive practices, empowerment and efficency.

  • Marcel Therrien is an educator, trainer and safety professional with more than 35 years delivering classroom-based training in Calgary. He holds a master’s degree in environmental engineering and has worked internationally, bringing global perspectives to safety.

    He takes a people-centered approach to learning and education and was formally recognized for his contributions. Marcel received the Nobel Prize in 1988 and the Canadian Society of Safety Engineering Outstanding Service award in 2019.

  • Matthew Vieweger is an NCSO based in Calgary with experience across construction, distribution, manufacturing and retail. As a health and safety specialist, he oversees all aspects of a COR-certified safety program. He also holds CAPM and Canadian Risk Management designations.

    He brings a collaborative, people-focused approach, with experience in corporate and field settings, developing systems that support hazard identification, communication, continuous improvement and regulatory compliance.

  • Dr. Ali Golabchi, PhD, PMP, CRSP, is a researcher, educator and advisor specializing in construction safety and innovation in occupational health and safety systems. He focuses on translating research into practical, high-impact solutions using data and technology.

    He is executive director of the Construction Innovation Centre, adjunct professor at the University of Alberta, and chief technology officer and director of research at EWI Works, with a strong record of collaboration and publications.

  • Tracy has more than 25 years of experience managing extensive research and engagement work. She specializes in data collection logistics and methodology, focus group design and facilitation, survey management, evaluation and performance measurement. She has worked with leading research firms and the University of Alberta.

    A senior consultant since 2004, she holds a Credentialed Evaluator designation, completed advanced statistics training, and served as president of the CES Alberta/NWT chapter.

  • Sharon Young brings more than 40 years of experience across oil and gas and municipal sectors, including roles as a senior manager, construction project lead and certifying partner with AMHSA. Her work includes implementing and evaluating health and safety management systems and delivering leadership, management system and audit training.

    She is a certified COR auditor with AMHSA and AASP, has completed ACSA auditor training, contributed to COR harmonization efforts and holds a CRSP designation.
